ACCOMPLISHMENTS

On the Santa Ana School Board, Hector has been delivering results that strengthen local public education. 

Hector has served as both President and Vice President of the School Board. Under his leadership, the district achieved its strongest academic growth in over a decade, and for the first time in its history, three secondary schools were recognized as California Distinguished Schools—ranking among the top in the state.

Hector’s Accomplishments on the School Board:

    • Delivered the strongest academic growth in over a decade, with clear progress across the California School Dashboard.

    • Expanded literacy support by securing reading coaches at nearly every elementary school to help students reach grade-level proficiency.

    • Secured the largest TK–12 school bond in Orange County history, bringing in $355 million to modernize schools and fix aging infrastructure. 

    • Launched an innovative lab school at Monroe Elementary in partnership with UC Irvine to bring cutting-edge teaching into classrooms.

    • Expanded school-based mental health teams to better support student well-being.

    • Maintained a student-to-counselor ratio below the state average to ensure students receive the support they need.

    • Championed a district-wide immigrant support plan with clear policies, staff training, food assistance, and Know Your Rights workshops reaching over 21,000 families.

    • Strengthened college and career pathways by leading a Workplace Readiness Resolution and expanding partnerships with local trade unions.

    • Established student board member positions to ensure student voice is represented in decision-making. 

    • Replaced frozen, processed meals with fresh, scratch-cooked food to ensure students have access to healthier, more nutritious meals every day.
